Norfolk made 382 for six with opener Spelman making 115, Sam Arthurton 86 and Harry Bush 75no. The second-wicket stand between Spelman and Arthurton was worth 152 runs.
Spelman's fourth MCCA Championship century came in 173 minutes from 157 balls. His innings included 20 fours.
But at close of play on the first of three days Cumberland had replied with 81 for one, with Rogers wishing a couple more wickets were in the bag.
The Norfolk skipper admitted the side were 'very pleased' with their total on a wicket he described as fairly flat with a pretty good outfield.
'We won the toss and had no option but to bat, and it turned out fairly well.'

One disappointment was Swardeston's Peter Lambert recording a duck on his debut.
'He had to go in at the end when we had to get runs and he edged one to the wicket-keeper, a bit disappointing for him,' said Rogers.
Norwich player Jason Blake, making his wicket-keeping debut, did not bat.
Cumberland had an hour and a half batting and Rogers admitted: 'We probably would have liked to have got a couple more wickets. Three wickets would have been nice.
'We have plenty of work to do in the morning.'
