A developer has been sent back to the drawing board after plans for 64 new homes in Wymondham were refused.
Proposals to turn the derelict Wymondham Sale Ground, near the railway station, were deferred last month to try to resolve concerns about access and parking issues.
But the scheme by Country and Metropolitan Homes was rejected by South Norfolk Councillors on Monday because of highway safety grounds.
The new estate would have created 16 affordable homes and 750sqm of new commercial floor space on the eyesore former sale ground.
But Norfolk County Council's highways department had objected to the visibility at a new junction off Station Road, a new one-way system that would take railway station traffic through the development, and the inclusion of rear garage parking courts, which may cause on street parking problems.
