What is the Postal Services Bill?

The Postal Services Bill is currently being considered by the House of Lords.

The bill wants to see Royal Mail restructured by introducing private sector capital and expertise from the sale of up to 90pc of Royal Mail and having an employee share scheme.

The network of 11,500 Post Office branches will not be for sale but the Post Office could be converted into a mutual ownership structure similar to the John Lewis Partnership.

As part of a general reform of the regulatory regime for mail, the existing regulator Postcomm, will be replaced by the communications regulator Ofcom.
