City Hall bosses are considering to adopt powers that could make it easier to limit the number of lap-dancing and pole-dancing clubs.
Residents are being asked to share their views on whether Norwich City Council should use new licensing laws.
Councils cannot refuse applications for venues providing sexual entertainment based solely on the number already open or because it is an inappropriate location. But if the city council makes use of new powers it will have a greater ability to turn down applications.
The authority is also considering ways it can limit the number of black cabs working in Norwich, including setting acceptable limits of exhaust emissions.
Alan Waters, cabinet member with responsibility for licensing, said the authority was keen to hear the views of residents.
