Your article 'Supermarket Battles: Part 2' last Monday fails to mention the reason why the application for a Lidl at Kett's Hill roundabout was actually refused by the Norwich City Council planning committee.
As a member of the committee, I proposed refusal because the land is allocated to housing in the Local Plan, a document that sets out what development is appropriate where in Norwich.

With housing being in such short supply in Norwich, it was difficult for planning councillors to justify removing this area of land from housing allocation and using it for something which is going to cause more traffic.
Planning councillors noted that there is already a reasonable provision of food stores nearby, and supported my proposal for rejection.
