The proposal, lodged with South Norfolk Council, would see land off Reepham Road transformed into a purpose-built facility for dog owners.
Each field would be fenced off to ensure dogs cannot escape and to prevent interaction between dogs in neighbouring fields.
The site has been designed to create a safe and controlled environment for dogs while limiting the impact on nearby homes and the surrounding countryside.
The facility would operate through an online booking system, with visitors receiving an access code prior to arrival.
Sessions would be staggered to avoid overlap and reduce the potential for barking or disturbance.
Proposals include two car parks, improved access from Reepham Road, timber shelters, seating and dog agility features such as tunnels, logs and grass mounds.
Picnic benches would also be installed, allowing owners to sit and relax while their dogs exercise.
Bins, dog waste facilities and water supplies would also be provided.
Opening hours would vary seasonally, from 6am to 8pm in summer and 8am to 4pm in winter.
