During his career at the London-based club, Chivers was part of the team to lift the League Cup after beating Norwich 1-0 in the 1972-73 season.
He scored 12 goals during his 24 appearances for England, which ended in a 1-1 draw against Poland at Wembley and denied the Three Lions a place at the 1974 World Cup.
After making 367 appearances for Spurs and joining Swiss club Servette, Chivers had spells back in England at Norwich City and Brighton, which was managed by his former teammate Alan Mullery.
During his retirement from football, Chivers ran a hotel and restaurant in Hertfordshire and later did media work with BBC Radio.
