Flooding fears are holding up a controversial housing development that has attracted more than 150 public objections.
Norfolk County Council has raised concerns over plans for 23 homes off Norwich Road in the south Norfolk village of Bracon Ash, near Mulbarton.
The authority has requested more information from developer FW Properties, including a detailed report and drawings demonstrating how the surrounding areas would be protected from flood risk.
Locals have already raised concerns about the prospect of building homes on land prone to flooding.

One homeowner, who asked to remain anonymous, said: "The area around Norwich Road has insufficient drainage and many in the village are worried about the pressure these new homes will bring.
"The idea of building concrete on a patch of land that already suffers from flooding is of concern.
"Hopefully the developers can address this."

The development - which will consist of a mix of bungalows and two to five-bedroom properties - has already been hit by nutrient neutrality delays.
The scheme has also been met with fierce backlash from locals - who have already succeeded once in foiling plans for 52 new homes.
"Urban style properties... are not in keeping with our properties that we have at present," one homeowner wrote to South Norfolk Council.
"We don't want to drive into our village from the south staring at a blot on the landscape.
"The drainage problems around this area are [also] an ongoing problem which has never been solved in my 37 years in Bracon Ash.

"It doesn't take much rain for flooding on both sides along the stretch of road.
"The small villages of Norfolk need to be protected... and we are still fighting to save greenfield sites in Bracon Ash."
The concerns in Bracon Ash come after dozens of homes in Attleborough were deluged by floodwater during Storm Babet in October.
Many in the area have blamed a housing development built on a floodplain, which locals claimed caused the worst flooding in living memory.
