A man is threatening to handcuff himself to Norwich City Hall in his ongoing battle with the council over fire safety doors inside a block of flats. 

In January this year Stephen Bulman, who lives in Stone Road, said that many of the doors inside the sheltered housing where he lives were "not fit for purpose" and endangering those living there.

Nine months on and Mr Bulman, 68, says that nothing has been done and his continued concerns about the fire doors have fallen on deaf ears.

The 68-year-old said: "I will absolutely handcuff myself to the council's doors in protest of the council's ineptitude and complete incompetence.

"They've refused to address the fire door issue where I live.

"It's been eight years since I moved here and they couldn't give a damn about the safety of the tenants here.

"There's plastic gaskets around the doors, which will melt if there's a fire, as well as spray paint in the pocket of air behind the roof's cladding, which is a danger."

A spokeswoman for Norwich City Council said back in January: "The last fire risk assessment for this address was completed in late 2022 and did not identify any significant issues."

However Mr Bulman said: "I asked for a copy of the fire order from last year and was assured I would receive it soon but I haven't received anything - because I don't believe it's been done.

"Action needs to be taken and conduct regular checks, which they have failed to do.

"It's been an almighty battle just to get the council to recognise its responsibility to the people living in their buildings."

Norwich City Council said it wasn't able to provide a comment on the matter.
