The county council has promised to make changes to traffic lights at a busy city junction after a series of "near misses" in recent weeks.
A new layout was created near Norwich's train station after months of roadworks which resulted in both Riverside Road and Thorpe Road being closed to traffic.
But the Norwich Cycling Campaign has heard of people having problems with the new traffic arrangements.
Richard Bearman, chairman of the group, said contradictory traffic signals are creating conflicts at the four-way junction.
Mr Bearman said: "The lights should not be operating as to create a dangerous situation. It could cause a serious accident."
Under the current setup, traffic leaving Thorpe Road can only go straight ahead over Foundry Bridge where it gets a green 'straight ahead' filter arrow traffic light to do so.
A filter light should mean the road will be clear.
But traffic turning right off the bridge at the junction also gets a green light, meaning it turns across the path of traffic coming from Thorpe Road.
The Norwich Cycling Campaign has described this as being counter to the traffic light regulations and state it has created a "very dangerous" situation.
Norfolk County Council has said it is aware of the issue and a network management team will be adjusting the signals in response to concerns raised.
A spokesman for the council's highways team added: "There has been no fundamental change in the signalling since before the scheme was introduced.
"But the reduced traffic in Thorpe Road has resulted in some drivers now failing to give way to oncoming cyclists when turning right from Prince of Wales Road."
The council's £2.5m scheme pledged to create a new transport hub in the vicinity of the station and promised to improve bus journey times as well as facilities for walking and cycling.
Mr Bearman said: "People have got in touch over the last couple of weeks saying a vehicle has turned out in front of them.
"I would like to see the council adjust the lights and make sure it's safe for cyclists to use this key junction."
