A developer has axed plans for swanky new penthouses in the city after it offered rent reduction to existing tenants in return for support.
Avivco Developments submitted an application to build four penthouses on top of Vantage House in Pottergate back in September.
A letter sent to people already living in the block stated those who backed the scheme "will benefit from a fair rent reduction".
The company later claimed "the reduction was to cover noise and disruption during construction".
But the developer has now withdrawn the plans before they were seen by the city council's planning committee.
Jon Boon, the architect for the scheme, said: "The planning officer did not like it and they had various reservations about it. We are going to have a look at a reduced scheme.
"If we do the reduced version we are still thinking about four penthouses but they would be smaller and only two floors instead of three.
"With the three floors the main blot on the landscape is the stair tower that sticks up at one end."
Mr Boon said he is unsure when the revised plans will be submitted.
The director of Jon Boon Architects added: "We are not really intruding into more views than the tower already does.
"I do not know whether the new plans will be enough for the city council but we are going to give it one more go."
Avivco has not responded when contacted for comment.
There were a total of 26 public objections to the original penthouse application on the city council planning portal - with three supporting the plans.
Jeremy Hyams, 75, who lives near Vantage House said: "We will fight them [the developer] to the bitter end.
"The whole of the neighbourhood would object and they would have another battle on their hands.
"It's a conservation area and that building should never have been built. It is hideous and I never know why they got permission for it."
The building originally housed offices. It was converted into 44 apartments after Norwich City Council granted permission in August 2020.
A previous planning application for penthouses was withdrawn by Lanpro last year after objections.
