Around £15,000 could be spent on traffic calming measures and junction alterations on a Norwich street to reduce speeding.
A week-long survey in 2017 revealed drivers were reaching up to 50mph along Essex Street, off Unthank Road, despite it being a 20mph zone.
The one-way road is also part of the pink pedalway cycle route.
Norwich City Council is now proposing to change the junction priority on Essex Street and Suffolk Square to ensure drivers adhere to the one-way system.
It is also considering to introduce a traffic island and sections of marked contraflow cycle lanes to highlight the presence of cyclists.
Members of the council's highways agency have now agreed to push forward with a consultation on the proposed changes.
The committee heard on Thursday how 351 drivers of the 9,507 recorded during the 2017 survey were travelling above 30mph.
