An application to convert an office into a children's day care centre has been refused.

The change of use proposal for a building on Corbet Avenue in Sprowston, Norwich, was submitted by Tiny Twinkles Children's Nursery to Broadland District Council.

The council agreed the application should be turned down because of the close proximity of the proposed outdoor play area to a bedroom window in a neighbouring property.

Its refusal decision read: 'It is considered that the close proximity of the play area in which a number of children may be vocal, playing with toys and musical instruments and/or participating in organised play to the bedroom window will result in conditions that will be detrimental to the residential amenity of that property.'

It added the outdoor play area was a 'relatively confined space'.

If approved the day care centre would have taken between 25 and 30 children each day, Monday-Friday.
