More than 20 new homes could be built on land owned by Broadland District Council in Great Plumstead.
Broadland Growth Ltd, which is a partnership between the local authority and NPS Property Consultants, is seeking permission to build 22 homes on Rosebery Road.
The development would be a mix of flats, bungalows and houses with one to four bedrooms and no larger than two-storeys high.
NPS Group, on behalf of Broadlad Growth Ltd, said there would be no street lighting on the development. Access, meanwhile, would be onto Rosebery Road.
Around 36pc of the properties will be affordable housing.
In an application to Broadland District Council, NPS Group said: “The proposal will seek to deliver much needed market and affordable housing and will exceed the threshold of affordable housing required, in addition to a number of other social and environmental benefits.”
