Warring Conservatives were last night accused of damaging public confidence in Norfolk County Council after their in-fighting escalated.
Leader Derrick Murphy yesterday survived a bid within his Tory group to oust him, although one of the men who called for his removal was later expelled.
A motion of no confidence in Mr Murphy’s leadership was put before the county council Conservatives by West Norfolk duo John Dobson and Brian Long.
It was defeated by a vote held among the Tories who attended the meeting at County Hall, in Norwich. It is believed 45 of the group’s 62 members turned up.
Mr Dobson, county councillor for the Dersingham division, was then expelled from the group after complaints were made against his conduct.
His expulsion is expected to last until the council’s next elections in May 2013.
Disagreements concerning the council’s King’s Lynn incinerator proposal, which is expected to be subject to a public inquiry next year, has helped fuel the tensions.
Mr Dobson told the EDP: “In securing my expulsion from the Conservative group, councillor Murphy has sought to find a scapegoat for his own exceptionally inept management of the incinerator project since it began.”
Mr Dobson said the result of the vote was not revealed but he remained a Conservative despite his exclusion from the group.
He said: “I’m still a full Conservative Party member and I am still a county council member and the expulsion doesn’t carry forward after the end of this council, so the council will dissolve in May next year for an election.
“When that election is held, I’ve been selected as a candidate for the Conservative Party for Dersingham, where I am a sitting councillor.”
Yesterday’s motion was the first time Mr Murphy’s position has been formally debated by the Tory county council group.
Mr Dobson added: “I didn’t expect it to go any other way but it needed to be done to clear the air and I think it’s done that.”
George Nobbs, Labour group leader at County Hall, said the Tory infighting and “self-inflicted damage” to the council could have been avoided if the cabinet had listened to advice in November 2010 to allow communities secretary Eric Pickles to consider the King’s Lynn incinerator proposal.
Mr Pickles revealed he was calling in the plans for a rubbish burner at Saddlebow on Thursday.
Mr Nobbs said: “I ought, as Labour group leader, to take some pleasure of what’s happened to them. But I don’t, as it’s damaging to all of us.
“Councillor Dobson might be a difficult chap to some but expelling him is another example of arrogance.
“The time has surely come for the Conservative Party to show some humility on this incinerator issue. It really has done nothing but damage to them, the council and other councils.”
Mr Murphy, before the meeting, stated he had done nothing wrong and his accusers were not “Mother Teresa and her sister”.
He said yesterday: “The vote of confidence in me was confirmed. As it was completely in confidence, I can’t tell you the result.
“The group seemed to be fairly happy.”
Mr Murphy said Mr Dobson had been censured in November 2011 and further complaints had been received, which prompted a vote yesterday.
He continued: “I must point out, John Dobson has a right to appeal. In the meantime he is expelled from the group.”
The Conservative leader also bemoaned “briefings” and “leaks” being made to the press about the motion challenging his leadership.
Mr Murphy said: “The Conservative Party, which must be frustrating for journalists, is a private organisation. We have meetings in private, which means people can discuss things in a candid, frank and open manner and no doubt the Liberal Democrats and Labour like the same.
“It’s been enormous the amount of leaks in the press recently against me. It’s a classic case of trying to make me the issue but really when you look at the comments made, I am the person who supported the energy from waste proposal, several people in West Norfolk don’t like that, for several reasons.
“The good news is the secretary of state has called it in so if anyone wants to pass comment on that, they can go to the secretary of state.”
Developments yesterday again highlighted the worsening relationship between Norfolk’s Tories, with challenges against Mr Murphy emerging in North West and South West Norfolk.
But Green Party group leader Richard Bearman said he did not agree with the suggestion the Tories’ actions put all parties in a bad light and hoped the public would be able to separate the issues.
He said: “I am not surprised cracks are appearing in the Conservative group at the county council. It’s been quite clear Derrick Murphy’s style of leadership has been publicly quite damaging to the Conservative group.
“I would not be surprised if further councillors were to distance themselves from his type of approach to the incinerator and other issues.”
Mike Brindle, Liberal Democrat group leader at the county council, said yesterday: “I think it was brave of John Dobson to challenge the Conservative hierarchy and although we are not surprised by the result, it’s one more open criticism of Derrick Murphy. We think in the long-run it will weaken his position even though that may not be apparent from the vote today.”
North West Norfolk MP Henry Bellingham said his only interest was finding a way forward with the incinerator, a subject which was “the case of the in-fighting”.
He said: “I think the council needs to stop flogging a dead horse and get back to the drawing board.”

Susan Bateman summed it up. This makes me realise NCC has been indirectly the greatest anti-incinerator campaigner by stealth. The public has been denied help from all quarters especially some of our local county councillors. There was a vow of silence until the referendum. NCC has caused the public to scrutinise this whole issue. Derrick Murphy with manipulation from county hall has caused fear of the incinerator and CW. The fear and anxiety is now permanently registered in people’s minds and no amount of reassurance will reverse this.

In total agreement with Honest John. Why no report in the EDP about Palm Paper's revelation that they WILL NOT BE TAKING THE CHP from the proposed incinerator. Obviously NCC won't like this but unbiased reporting should be following all the stories - not just the ones they like!

The residents of West Norfolk will want to know about how their county Councillor stands on the incinerator issue in their campaign literature that they will be drawing up ready for May 2013. They should have made their views known last county elections as it would have saved money and anxiety. Dr Ian Mack LIB DEMS, who is Borough Councillor for the ward where four pro incinerator county councillors live, said you cannot fool the public and you must come clean over the incinerator four years ago. 2011 at the at the Borough meeting just after the results of the referendum reminded them of the error of their ways and targeted County Councillors at the meeting. The reason why Derrick Murphy has been so vocal is he must realise his days are numbered and has been allowed to cause mayhem never seen before in Norfolk. Just spin doctoring in an arrogant way. Why has county hall allowed this!

Honest John. The call in has upset the apple cart. Kings Lynn B Power Station and Palm Paper will be working together as Cory Wheelabrator incinerator is now taken out of the equation and insignificant. I expect the PFI credits will be withdrawn. Now is the time for NCC to work to increasing recycling rates. But why would they do that as they would destroy the evidence needed to justify a burner. I wonder what action plan is being drawn up at NCCs head office at CW Boston USA.

The Tory County Councillors have not evaluated why there has been so much opposition to the incinerator. They did not have a clue how an incinerator works so could not convince the public it was safe and also virtually all the 2.5 million tons of ash will go to landfill. The flue ash is carcinogenic and has to be stockpiled on secure landfill sites. I would go one further with Knee Deep and canary Boy, If the incinerator issue was stopped now Rockcliffe, Langwade, Michleburgh, Sheilagh Hutson, Janet Murphy may hold on to their seats but very unlikely while Derrick Murphy is lingering they are the weakest link and good-by.

The Tory party must ditch any idea of having an incinerator anywhere in Norfolk or suffer political meltdown at the county elections. The problem is they are holding a vendetta against Kings Lynn Borough Councillors, singled out local heroes like John Dobson, Brian Long and all Norfolk’s MPs. If the secretary of state decides to support the incinerator then this is the end of the safe Tory county for generations. The reason why is the campaign has stretched from all sides of Norfolk and too big to ignore.

The solution to this is quite simple. Remove the vast quantity of extra allowances that leaders of councils can use as carrots to keep their councillors behaving. If you vote against the leader you get punished and that always involves having money taken away. It also means that there is a large amount of councillors in the Tory ranks all over Norfolk who are there because they have promised to behave and get their dosh because they are not going to find a job elsewhere and are strapped for cash. When you see how much magistrates get you realise what an absolute con trick on the public Councillors' allowances are. These should be part time jobs not reasons for the unemployable to get money thrust in their outheld paws just for playing "follow their leader". If this happened then the Council would be full of people like John Dobson who actually had a proper job and can afford not to smarm after the leader. Roll on the day!

John Dobson and Brian Long are guaranteed to get back into office Next May, Like Borough Councillor Nick Daubney worked hard on localism bill that is part of the Tory party Manifesto. They listened to the people. Next May will see many so called Tory safe seats demolished in west Norfolk by their opponents. The Tory unfaithful that followed Derrick Murphy will now regret the day they got so closely involved with him. It is not just financially they will be hit but the shame of ignoring their electorate and paymasters. What goes around!

Dickens - Murphy was involved in a dirty tricks campaign against the people of Norfolk. Dobson stood up for the people in an extraordinary display of loyalty to those he serves. He does not serve Murphy, he is supposed to work alongside him not having him bully all the Tories at County Hall and ride roughshod over the people of Norfolk. As for Brian Long. He also stands for the people of Norfolk and if you and Murphy don't like that then why dont you go away and leave the rest of us to get on with trying to run a democratic Norfolk which is impossible while Murphy and his unlovely gang have a stranglehold on County Hall. And so for Daisy Roots - are you closely related to those other roots, the Radish family?

For Dicken’s sake when are you going to stop banging on about Long and Daubney. This is to do with the dictatorial style of the Cabinet, and if anyone’s to blame for that, it’s the spineless Conservative Councillors with their own self-interests at the fore, letting them do it. This has also been allowed to continue because of the backing they get from the legal department and inaptly named Scrutiny Committee. The fact that Murphy is unable to see he is doing any wrong should be sending very clear warning signals to his influential friends in the Conservative Party.

Long was in cahoots with Dobson and is every bit as bad. The difference being that he is less open about what he says and lacks the spine that Dobson had. Norfolk Tories need to feel afraid because while Brian Long remains in office the Conservatives will remain smeared by him. He must go and swiftly. He is a public disgrace.

The fact is that while Murphy's lacklustre colleagues in County Hall continue to shore him up, nothing will remove him before next May, unless it is intervention from above in the Conservative Party machine. Should that occur, then suddenly his lacklustre (former) colleagues will be fighting among themselves to inherit his role as leader. Will it be Mackie or Borrett or Jordan? They all have their aspirations, but heaven help us if it is one of them, or for that matter any other Cabinet member. And yes, George Nobbs is quite right in his reference to the need for humility. But humility is a concept unknown to Murphy. How say you, Daisy Roots?

NCC has gone full circle and ended up costing the public £ millions through incompetence. They were warned over two years ago they cannot decide the outcome of the burner. They have a vested interest as they own the land and they are the planning authority. NCC has caused irreversible damage to the community and many councillors. Many County Hall staff need to be investigated for negligence. I suspect they were influenced by Derrick Murphy. It is very unlikely he will be re-elected anywhere in Norfolk next year. We can see lots of in house brawls for many years to come, all down to Derrick Murphy’s arrogance.

When exactly is the penny going to drop? This is not just about the Incinerator. I first contacted a well known fighter for democracy because of just that - the lack of democracy in the Tory group at County Hall. It was AFTER that I became interested in the marvellous work the anti-incinerator campaigners are doing. And I am interested in what the independent and democratic people of Norfolk are doing for their communities. Yarmouth, Coltishall, Wymondham, Thetford, Attlebrough to name but a few. And don't think for one nano second that the anti-Incinerator campaigners in the West will desert the people of Coltishall if this evil empire decides they want to inflict their outdated technology on them. Research work has already begun in Kings Lynn on a defence for Coltishall. And dont think you can run away from West Norfolk Murphy, the same amount of anti-Conservative campaigners are just waiting for you here in South Norfolk. You will be voted out wherever they put you. And by ruining the tiny reputation that South Norfolk Tories has by their supporting you they will lose other divisions as well.

County and Parish Councillors should only be allowed to stand for a fixed period, and not be able to stand for re-election. Parish Councillors should always be elected by the community they seek to serve. This would remove all suspicion of collusion.

Daisy Roots, let's hope all the humble pie you eat won't go down on your expenses. The whole of West Norfolk is apart from the rest of the county, we have always been treated badly by County Hall, whose budget runs out well before it gets here. This has nothing to do with the Borough Council, yes they may be acting to save their tails, but they are supporting the people who are making themselves heard. We've had enough of the dictatorial ruling that you seem to favour, not just emanating from County Hall, but our own Council too. This is just the beginning.

What about polluting people's health don't you understand, Daisy roots? or about changing the waste hierarchy, or ignoring peoples concerns and the brief they gave NCC? Reduce, Re-use, Recycle we said, twice, and yet still we get this industrial waste burner added to our environment in an ultimatum served by Cllr. Murphy&Co. Your damage limitation exercise does not work, calling people NIMBY, when they have been ignored and cheated by NCC, is a cheap shot and only done in anonymity.

Anyone considered that it is not Norfolk County Council which is at fault but West Norfolk District council which seems to think itself a thing apart from the rest of the county? Lynn and West Norfolk are remote from the centres of population of the other district councils, Lynn was always pretty wealthy and had a good opinion of itself. Add a council which is determined to stand its ground behind Nimby opponents to a scheme which is meant to benefit the whole county and there are going to be head on clashes. If the opponents of the incinerator launch a campaign now which is worded to oppose an incinerator anywhere in Norfolk and get the same number of signatures from West Norfolk in opposition I would eat humble pie, but in my opinion this conflict has been made much worse by politicians in West Norfolk looking to hang on to their seats in councils and playing up people's fears rather than being rational. The residents of the rest of Norfolk now face, if the decision by their elected representatives at Norfolk County Council to build an incinerator is overturned, paying increased council tax to sort out waste disposal problems and to pay for planning a new disposal facility. If the council still agrees that an incinerator is the best course, will another district lock horns with the county? Maybe we should have done away with the county council or the district councils when reorganisation was under discussion if district councils will not allow that the county council authority in their acknowledged areas of responsibility.

Short term? Long Term? Just get Murphy and his crew out now - we need a fresh new team who actually cares what is going on in their parishes not some idiot who sits in his ivory tower at the NCC just deciding on whim what is going to happen where. Neither Murphy nor his crew live any where near any of the villages they are making decisions over so what is the point on having a team that doesn't even know their areas? It is ridiculous in this day and age to assume that this body is doing right for the electorate and communities they so call laughingly represent. They are clearly not making the right decisions for the right reasons and are only in it for their own gain at our cost. When is someone going to make the right decision to get rid of Murphy and all his hanger ons? There is not a good one amongst them. Clean sweep please asap.......Who am I? I am glad that the incinerator saga has been called into question and I agree with Mike Brindle in the long run if anyone has got any sense at all it will weaken Murphy's grip on NCC. The general public will not tolerate this behaviour from so called elected Councillors any more we have had enough. All Councillors need to be shown as transparent in everything they do and every process they carry out, but unfortunately for Norfolk electorates we have been hoodwinked every step of the way. It is now time for the Conservatives to take stock and see what is really going on here and for them to put their house in order it is disgusting in this day and age that so called "professional people" are allowed to behave and get away with this sort of behaviour. A word of warning Murphy to you and your deplorable motley crew we will not tolerate having that disgusting incinerator here at Badersfield, you have already dumped on us from a very great height and it is simply not going to happen again. We will fight you all the way in your bad decision making. Another word of warning to the Conservative party - I have voted for you all my life and I will not be doing so any more and I am one of many, so be warned sort your house out. The phrase , ` Nasty Party ` , springs to mind . The Conservatives are arrogant because Norfolk is a One Party State . No chance any other party will get a majority . So these self important little men play their political games , all ready to stab each other in the back . Blow the voters ....
