There were six county councillors missing from Monday’s full meeting, where councillors voted by 40 votes to 38 to press ahead with the incinerator.

Dan Roper (Liberal Democrat): In Newcastle, sorting care for father-in-law
Mark Kiddle-Morris (Conservative): Unwell
Harry Humphrey (Conservative): On holiday
Margaret Dewsbury (Conservative): Family commitment
Michael Chenery (Conservative): Ecclesiastical duties in France, arranged before the extraordinary meeting was called.
