I want to complain about this content:

@oldowl - these were not "precious" people wanting to "tear through a community". They were people trying to get to work, to appointments and to other events, mostly driving AROUND a community (which is why they were on the A47), who were severely delayed due to an illegal obstruction of the highway. People can understand an accident causing delays, but not a city council performing a survey without the legal backing of a Temporary Traffic Order (which is what is required for any obstruction of the highway).
