Ingo. I would say that Hall Road is one of the least congested roads in Norwich. Are you also suggesting stopping people who dont live in the City from coming in ? What effect will that have for the economy? Disastrous I would think. Our traffic structure has to provide for motorists because the vast majority are motorists.
