Seventy-seven cyclists in north Norwich have been cautioned by police in the last month for various offences including riding on the pavement, flouting traffic signals and cycling without lights.
The action comes after police stepped up patrols after inconsiderate cycling was made a priority for the safer neighbourhood team.
It follows complaints from residents over several near-miss incidents where pedestrians have almost been knocked over by passing cyclists riding on the pavement and incidents where cyclists have run red lights at junctions.
Police will now be issuing £30 on-the-spot fines to anyone found committing offences.
Norwich North beat manager PC Daren Taylor said: “We have carried out high-visibility patrols in order to educate and increase awareness among cyclists about the dangers of riding on pavements and now persistent offenders can expect to get a ticket.”

mclaf, Its possible that it's you who is missing the point..... Pavements are for pedestrians.....Your observation of pavement cyclists in West Norwich, describes exactly the movements of the Go Karters on pavements around the city, and in the larger stores . They MUST be educated to realise that they DO NOT have right of way, and the speed at which they travel should be at walking pace.

I think some here are missing the point. It is about folk on bicycles breaking traffic laws, not about how legitimate pavement users behave. Invalid carriages and pushchairs are allowed on pavements (how they behave is another matter). Bicycles are not allowed on pavements. In West Norwich cycles are a menace as well, they don't slow down when going round corners, they brush others aside and expect everyone to get out of their way. Cautions are all well and good but it won't hit home like a fine will. Ok the police have started this, now let's see them take it to the next level.

The best answer I can think of at the moment is Mary Poppins, but then she would have added to the confusion. In all seriousness though, ALL powered transport should be on the ROAD, and obeying the Highway Code.... I agree that having an invalid carriage does not give the right to brush others aside, just because you have the ability to go faster. It is there as an aid to walking for those with a need of help, and they must be expected to mingle

In commenting on a posting regarding offenders using pavement, and having first being accepted and on line for about 15hours, the plug was pulled and the comment removed. I said that in my opinion the worst offenders were those who ride in electrically propelled “Go Karts”... Imagine the following possible scene where two pedestrians meet and stop to greet each other on a narrow footpath. They are safe from passing road traffic, with the kerb as their boundary. They are blocking the path of a pram being pushed towards them which in turn is closely followed by a cyclist . From the opposite direction arrives a Go Kart and joins the gathering.----Who has “right of way”.?

This is good news - I get around and I only really see cyclists on the pavement in North Norwich. The South Side is probably more proactive in challenging these menaces?

Joe Rome: Mothers with prams are the worst offenders when it comes to pavement rage, as if having a bayebuyeeee gives you a devine right to barge your way through any thoroughfare without hindrance, they usually drive their cars the same seemingly because they have the ubiquitous "my downstairs plumbing works, reward me" (eg "babie on board") sign in their rear window!

About time too! There has to be a pecking order when it comes to moving around in public places. I think its about time that everyone recognised that mothers with prams, small supervised children, elderly pedestrians, other pedestrians of all ages, in that order have priority on our pavements, before any wheeled vehicles, including invalid carts..... Bicycles whether ridden or pushed belong on the roads, and motorised transport-cars vans-motorbikes- buses and lorries, should be banned completely from moving on or parking with their wheels on the pavements.
