It follows an incident in Berners Street, in the Mile Cross area of Norwich, in the early hours of last Saturday when police stopped a man on a motorcycle at about 4.40am.
He was searched and found to be in possession of bolt croppers, a hacksaw, gloves and a torch and subsequently arrested.
