Heavenly Desserts, which has stores in Birmingham, Leicester, Derby, Nottingham, Oxford and Preston, is keen to open up in the recently pedestrianised Westlegate.

It has lodged an application with Norwich City Council for the new dessert parlour, which would create 20 jobs, 12 of them full-time and eight part-time.

The company has asked for permission to convert the empty Westlegate store, which was previously occupied by The Wedding Party shop before it left in March.

The eatery would sell desserts including ice cream, milk shakes, pastries, sundaes, waffles, pancakes, brownies and Ferrero Rocher cookie dough, mainly for takeaway, but also with some seating.

Bosses are looking to keep the parlour open from 8am until 11pm every day.

Heavenly Desserts was founded in 2008, with a restaurant in Birmingham. The company states that it 'provides the very finest in delectable sweet treats, from cookie dough delicacies to heavenly, fluffly waffles'.

Documents lodged with City Hall by Pegasus Group, on behalf of Heavenly Desserts, state: 'It is considered that the proposed change of use will have a positive impact on the vitality and viability of the surrounding area and will not unacceptably erode the retail function of Norwich city centre.

'It has also been demonstrated that the proposed dessert parlour will not have an adverse impact on residential amenity, the character and appearance of the surrounding area or the local highway network.'

Kieran Yates, transport planner at Norwich City Council, said: 'It is encouraging that the recent pedestrianisation of Westlegate has attracted a new business to Norwich.

'The site is highly accessible by all modes of transport and has high levels of pedestrian footfall.'

Recent years have seen the opening of two gelato shops in Norwich - Cafe Gelato in Opie Street and Sundaes Gelato in St Giles Street, while Figbar dessert bar set up shop in St John Maddermarket and Norwich Market.

The city council will decide in due course whether to grant Heavenly Desserts permission to change the use of the unit.
