Plans to build a new Kentucky Fried Chicken restaurant on Norwich’s ring road have met opposition from officers at the city council.

The fast food giant has submitted an application to Broadland District Council for planning permission to build the restaurant in Mile Cross Lane in Hellesdon.

KFC wants to knock down garages, former offices and a building formerly used for a social club to replace it with a takeaway restaurant.

But officers at Norwich City Council have lodged an objection to the proposal, with officers stating that: “It is considered that the nature, location, scale, layout and siting of the use proposed in this location, outside any designated centre and on a major road junction within an employment area would not represent an acceptable form of sustainable development.”

They say the proposal goes against government statements encouraging sustainable development and goes against the Joint Core Strategy - a blueprint for development in and around Norwich.

But a planning statement, drawn up by KFC’s Nottingham-based agents Capita Symonds, states there are a number of bus stops nearby and that the site is “in an excellent location for customers to walk to or make linked trips to or from the nearby bus stops, shops and other facilities and for passing trade on the A1042.”

The restaurant would create 25 full-time and 20 part-time jobs and the proposed hours of opening are 6am until midnight every day of the week and on Bank Holidays.

The restaurant would not be accessible from Mile Cross Lane, but rather from Vulcan Road South.

Officers at Broadland are recommending approval, subject to a string of conditions including that development must begin within three years and that the sort of building materials used must be agreed by the council before work starts.

With regard to Norwich City Council’s objection, officers said while “regard has been given” to their comments, the issues raised did not warrant refusal of the plans.

Hellesdon Parish Council has supported the scheme.

Members of Broadland District Council’s planning committee will make a decision on whether to grant the restaurant permission when they meet tomorrow (Wednesday).

  • With obesity at an all time high do we reallt NEED anymore fast food outlets? There should be less of them and a lot further apart, make people walk a few miles to collect this rubbish.

  • McD's are stars in my book. They are the only company I have found offering clean cheap pit stops beside A roads. They open really early and late,the staff never quibble if travellers only want to use the facilities and unlike many road side services, food and drink is cheap and consistent ( Little Chef is consistently vile and bad value). This particular KFC site is on a supposed ring road which seems to have been deliberately made worse with poorly planned accesses for one development after another ( to justify the NDR ?) so one more won't make a lot of difference.

  • I live in Southend now and a new KFC drive through has just opened on a retail park that was never very busy. Now it is as people come to the drive through and realise the stores that are there. Come on NCC, just because it's not Tesco's!

  • Yeah great, let Norwich get like every other major city with tesco, mcD, KFC, tesco, tesco etc, etc. The big players will create a monopoly and then push up the prices. I'm going to live off the land I think!

  • 25 full time jobs and 20 part time jobs created and save me going from thorpe marriott to dereham road or the city for a kfc but they are going to object. would they rather have people on benefits.

  • If the council want to challenge KFC then they should have grounds to have challenged a new Tesco Express store on Derham Road. Not will it have an impact on local traders, it will also have an impact on traffic. You cannot tell me it will be safe for cars and delivery lorries to pull out onto a busy 4 way junction. But then we all know about NCC and its alternative ways to get revenue ie you scratch our back we'll scratch yours !

  • A complete contrast to the USA where the traveller is spoilt for choice with every highway peppered with restaurants. In the UK because there are so few of them they can charge what they like. Rules and regulations are an important factor in the siting of roadside restaurants,that is why many potential businesses don't bother.

  • Looks like it is being put to good use now! 45 jobs is 45 well needed jobs. Council need to let it happen. Its obvious no one else has any plans for it
