Firefighters were at the scene of a blaze in Norwich city centre.
Crews were seen tackling the fire just off Bracondale at about 5.30am on Thursday.
A neighbour, who asked not to be named, said the road was closed off this morning as two fire appliances attended the scene.
The fire broke out in a thatched shed at the corner of the property.
Ginnie Richardson, another neighbour who was woken up by the blue lights, said: "I saw the flames coming out of the shed at around 6ish this morning.
"The fire crews must have come straight out and we're here until around 6.30am
"I also saw them taking some samples and putting it into a yellow contamination bag."
The crews wearing breathing apparatus used main and hose reel jets supplemented by a hydrant to extinguish the fire.
By lunchtime, the shed on the busy inner ring road was completely burned out with ash flown across the pavement nearby.
The smell of smoke remained in the area.
The stop message was received at 6.35am and Norfolk Fire and Rescue Service has been approached for comment.
