The owner of a controversial restaurant has been accused of "making a mockery of the law" after starting to use delivery services for its food.

Orlando's, which is allowed to serve food to its bed and breakfast guests, has enraged some neighbours after delivery scooters began turning up at the Earlham Road property.

Listings for Orlando's A&K Sakura have appeared on delivery apps Uber Eats and Deliveroo, with a reporter from this newspaper told the restaurant would be taking orders for A&K Sakura from 5pm last night.

Orlando Williams has consistently denied running a Japanese restaurant from his suburban home since reports of guests visiting as diners began in 2019.

Orlando's has traditionally offered Japanese cuisine but the menus now offer an extended range of items listed as 'Chef Williams' Specials' including piri-piri chicken, fried chicken wings and curry.

In a phone call with the restaurant, our reporter was told they would need to give a day's notice if they wished to order Japanese food.

Becky Greengrass, who lives next door, says stress caused by her battle with the restaurant has been causing health issues.

She said: "There are delivery drivers turning up in the evenings every day, I mean it's not exactly KFC but there's still a small number of drivers each night.

"This is becoming a very serious issue now and someone needs to take responsibility and get this closed down. He is making a mockery of the law.

"It's a constant battle, the council told me they don't have a problem.

"As a taxpayer and law-abiding citizen, I want something done about this as it has been going on for four years and enough is enough."

An email to Ms Greengrass from Norwich City Council's planning team confirmed a new investigation was under way and said it was taking steps to stop the home being used as a restaurant.

She continued: "The whole street smells of fish and the waste is just chucked into the back garden.

"He has also put up colourful flags in the back garden, we thought he was taking up maypole dancing, but that’s just stayed there probably to hide the piles of rubbish in his back garden.

"It is having a huge impact on my health due to the stress and trying to recover from long Covid.

"I am slightly baffled as to why Deliveroo has not been contacted and told to take this down off their website."

Mr Williams has been involved in a battle over the restaurant's existence ever since opening, but the council closed its previous investigation in 2020 saying there was no "definitive evidence" of a restaurant being run at the site.

But he has constantly advertised the restaurant and has since served diners at the site.

Despite this, the council previously said it would not take any further action unless the business was "causing harm".

Ms Greengrass also said neighbours had noticed an issue with overbooking at the B&B, with a number of people left roaming the streets after they were not given a room when visiting the city to see Tom Jones at Earlham Park.

She said other guests have knocked on her door claiming Mr Williams was out when their stay was supposed to begin.

A Norwich City Council spokesman said: "We are actively investigating the use of the property at Orlando’s from a planning perspective.

"Once this investigation is complete, we will consider the appropriate action to take.”

Mr Williams said he had "no idea" what his neighbours were talking about and said the picture of a delivery moped outside proved nothing.

He said: "I don't know what they are talking about, I haven't got a clue why the moped was outside, maybe it was delivering to someone.

"There is no restaurant here.

"If someone has a problem with me they should come to my door and tell me.

"I don't know how they've got this idea that I am running a restaurant in my house, it's crazy."
