I think that anyone caught driving while over the drink limit should be banned forever. No second chance!
If a drunk driver knocks down and kills your Mother, Wife, Husband or Child there is no second chance for them so why should a driver who drives while over the limit be given a second chance. Nobody who drives while over the limit has to drive!
The same goes for people who drive with their mobile phone pressed to their ear while in conversation with their friends. They should be banned forever. No second chance. They have a choice. They do not have to break the law and be a danger to everyone.
